Childcare & Textbook Assistance:
Howard College is a facilitator for students who are eligible for childcare and textbook assistance under the Carl Perkins Grant. This grant may only cover a portion of the expenses. Contact the Student Services office for more information. 325-481-8354.
Eligibility Requirements for Carl Perkins Grant Assistance:
To be eligible for a Day Care grant, you must:
1. be enrolled in a vocational/technical area of study.
-AND-
2. be classified as one of the following:
a) disabled
b) economically disadvantaged
c) nontraditional student
d) single parent
e) displaced homemaker
f) limited English proficiency
g) academically disadvantaged

1. be enrolled in a vocational/technical program,
-AND-
2. be classified as economically disadvantaged.
Textbook Assistance Program Student Application
Definitions:
- Disabled - an individual who has: 1) a physical or mental impairment that substantially limits one or more major life activities; 2) a record of such an impairment; or 3) been regarded as having such an impairment.
- Economically Disadvantaged - a family or individual identified by low income, which includes one or more of the following: 1) annual income at or below the official poverty line; 2) eligible for Aid to Families with Dependent Children, or other public assistance programs; 3) recipient of a Pell Grant or comparable state/federal program of need-based financial assistance; 4) eligibility for participation in programs assisted under JTPA; or 5) eligibility for benefits for Food Stamps.
- Nontraditional Student - an individual entering a technical program or occupation that is determined as nontraditional for their gender.
- Single Parent - an individual who is single, divorced or legally separated from a spouse, and either 1) has a minor child/children for which the parent has sole or joint custody, or 2) is pregnant.
- Displaced Homemakers - an individual who: 1) has worked primarily without financial compensation to care for the home and family, and for that reason has diminished marketable skills; 2) has been dependent on the income of another family member, but is no longer supported by that income; 3) is a parent whose youngest dependent child will become ineligible to receive assistance; or 4) is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment.
- Limited English Proficiency - secondary school students, adults or out-of-school youth who have limited ability in speaking, reading, writing or understanding the English language.; AND 1) have a native language other than English, or 2) live in a family or community environment in which the dominant language is one other than English.
- Academically Disadvantaged - an individual who has received a high school diploma or a GED certificate, and who is required to be enrolled in college preparatory classes and is not enrolled in a technical/vocational program.
