Big Spring Bond Updates (2009)

Bond Project Update - December 16, 2009

Recent activities and meetings:

  • December 1, 3, 8, 15 –Construction progress meetings with Bond Project Superintendent, Richard Johnson and Robert Williams.  
  • December 2, 16 –Project Meetings:  PSC architects/engineers, Lee George & staff, various sub-contractors, and Howard College personnel met to discuss project progress, problems, and projections.
  • November 23-25 – Abatement of the windows in the Administration building/Phase IIb was completed in three days.  The window openings were boarded up by the abatement contractor to secure the building.
  • November 24-29 – Power outage to repair leaks in existing transformers and to clear sewer line and electric primary service elevation conflict near women’s dorm.
  • December 2 – Pre-construction meeting and walk through for Admin North/Phase IIb project.
  • December 7-11 – PSC architects were on campus numerous times taking measurements in the existing Science building.  (I am told that plans for the renovation of this building are going well.  I hope to have this project out to bid in February.)

Project Report:

The Electrical Primary project is complete.

A&E Wings This project is complete.

The Phase II (SUB, Horace Garrett) projects are approximately 98 or 99% complete.

The Horace Garrett building is receiving its final cleaning and both floors are reoccupied at this time.  The building is already ahead of schedule for the Spring semester.

Science Building addition work is progressing very well.  The roof is complete and the interior dry-wall work is 95% complete.  Interior electrical wiring is complete except for the installation of lights, switches, plugs, etc. that will be done very soon.  The building is now almost completely closed-in with the exception of the glass store front and doors.  This glass work will be completed in the next two or three weeks.  

As reported previously, some of the floor coverings and the elevator were delayed which will also delay our occupancy of the building. We are still expecting to occupy the building in late February or March.

The Administration Building (Phase IIB) project is getting under way and going very well.  The work going on now is mostly demolition, but some mechanical work is going in, including installation of new HVAC piping and the installation of a few new fan coil units.  With the windows removed and the building being without heat, it required that the plumbing be drained of water so that damages would not be incurred during the cold weather we are having lately.  Arrangements are being made to bring in a small boiler to provide supplemental heat for the benefit of workers during cold weather.

The Central chiller/boiler plant and loop project is progressing well but more slowly than expected.  The main piping trunk line that runs by the Administration building area is now almost complete.  There was a delay caused by an existing concrete encased conduit that fell when it was not supported.  The piping trunk line that runs by the Horace Garrett and Occupational building is near completion as well.  The HVAC trunk line that runs north toward the SUB and the Coliseum is started and progressing north.

The metal building that will house our central heating and cooling plant equipment is now progressing well after delays in design, submittals and fabrication of the structure.  The structure is now up and complete and the exterior metal will be installed soon.  

The Water/Sewer project is nearing completion.  Connections to many of the campus buildings and facilities are now complete.  The remainder of these connections will be done in the next few days.  The sewer system is near completion with a finish date of around mid December.  This Water/Sewer project should be complete by the end of this year.

Other General Comments:  The Thanksgiving Holiday power outage went pretty well.  We did encounter some problems including a fault in the electric primary service.  Consequently, electric service was not restored until late Sunday evening.  If we had not allowed the extra day for the outage, we would have not had electric service for our return to work on Monday morning.  As a result of the fault, another outage is now planned for December 28th to fix problems caused by the fault.  

The bond project is still approximately on schedule.   As reported above, some areas are completing ahead of schedule and others have encountered delays and are a little behind schedule.  I do not see any of the delays as significant and should not adversely affect the overall project or the progress of other projects still to be done.

Bond Project Update - November 20, 2009

Recent activities and meetings:

  • October 22, 29; November 3, 5, 10, 12, 17, 19 –Construction progress meetings with Bond Project Superintendent, Richard Johnson and Robert Williams.  
  • October 28; November 18 –Project Meetings:  PSC architects/engineers, Lee George & staff, various sub-contractors, and Howard College personnel met to discuss project progress, problems, and projections.
  • October 27 – Begin removal of stucco window closures in Administration Bldg.
  • October 29 – Closed interior street behind E-Wing to begin installation of HVAC piping.
  • October 29 – Worked with asbestos abatement consultant to schedule window removal/abatement in Administration Bldg.
  • October 30 – Met with PSC Landscape Architect to discuss landscape issues of entire campus.
  • November 3 – Closed area behind Horace Garrett Bldg to begin install of HVAC lines.
  • November 5 – Met with nursing and dental hygiene faculty to discuss miscellaneous items needed before move-in and possible remaining un-scheduled work that could be done next summer.
  • November 9 – Met with faculty and administration to discuss scheduling of Science Bldg renovation.  Determined to postpone this until summer/fall of 2010.
  • November 16 – Begin move in of second floor of Horace Garrett Building.
  • November 18 – Approved masonry stone for match on Science Bldg addition.

Project Report:

The Electrical Primary Modifications final work (power outage) is planned during the Thanksgiving holiday.  This project will then be 100% complete.

A&E Wings final punch list items will be completed during the Thanksgiving Holidays.  This project will then be 100% complete.

The Phase II (SUB, Horace Garrett) projects are almost complete at this time.  The SUB is complete at this time except for a few items that will be done over the Thanksgiving holidays.  After that the building will be 100% complete.

The Horace Garrett building is being reoccupied at this time.  Work in the computer area on the first floor is almost complete. Everyone is very pleased with the improvements to this building.  The building will be ready ahead of schedule for the Spring semester.

Science Building addition work is progressing very well.  The exterior brick work is complete and the stone accents are being laid now.  The roof is dried in and the interior dry-wall work will be completed in about one week.  Interior electrical wiring is almost complete.  Windows are being installed now and the insulators are working on pipe and duct work insulation.

There was an error made in the submittals on floor coverings that were ordered.  This will not be at a cost to the college but it will delay the opening of the building by four or five weeks.

The Administration Building (Phase IIB) project work has started.  We have completed the removal of the stucco closures of the windows.  Asbestos abatement contractors will remove the old windows beginning next week.  The window openings will be boarded up until the new windows can be installed.  I do not have a date on this at this time.

Other General Comments:  The Thanksgiving holiday power outage will give us the opportunity to do several jobs that cannot be done with the power on.  We will accomplish the replacement of the defective switch, repair leaks on two transformers, re-route the electric primary that is in conflict with one main sewer line and will be able to tie in the transformer to the new central plant facility.  In addition, we will also be able to do a lot of punch list items that are inconvenient or impossible to do with buildings occupied.

We continue to be pleased with the quality and quantity of work that we are receiving and the leadership and management of the project that Lee George and PSC are providing.  
    
The bond project is on schedule.   Of course some things can take longer than expected and others go more quickly at times. 

 

Bond Project Update - October 26, 2009

Recent activities and meetings:

  • September 29; October 1, 6, 8, 13 15, 20, 22 – Construction progress meetings with Bond Project Superintendent, Richard Johnson and Robert Williams. 
  • September 30; October 14 –Project Meetings:  PSC architects/engineers, Lee George & staff, various sub-contractors, and Howard College personnel met to discuss project progress, problems and projections.
  • October 12 – Met with PSC Architect to discuss landscape issues relative to front, west and south exposures of campus.
  • October 12 – Worked with Howard College instructional administration to plan timing of Science Building remodel.
  • October 14 – Worked with PSC architect, Phil Furqueron to plan timing of Science Building remodel.
  • October 19 – Received compiled CCR/Change Order tabulation to bring PSC contract up to date with changes already approved.
  • October 20 – Discussed terms and expectations of proposed landscape project with PSC representative.
  • October 20 – Poured footings and grade beams for new central plant building.
  • October 21 – Finalized spring classroom schedule re: Science Building.
  • October 21 – Opened bids for Phase IIB project.

Project Report:

The Electrical Primary Modifications project has reached substantial completion.  Closeout documents have been processed.  Some additional work remains but this includes work added to the project such as the new switch.  We are now realizing benefits from this work, including the ability to power the campus down ourselves with the new switch located on Eleventh Place and the ability to feed power to the campus “around” a break in service such as the one necessary at the women’s dorm over the Thanksgiving Holidays.  This is a much better situation than we have ever had before thanks to this work done as a part of the bond project.

A&E Wings are now complete.  Punch list items are completed except for one or two things that will be accomplished over the Thanksgiving Holidays.

The work on the Science Building addition is progressing very well.  The roof structure is in place and the roof will be completed when good weather returns.  The elevator contractor has been on site and will be preparing to install the new elevator soon.  Drywall was delivered this week and is in storage ready to be installed after the roof is complete.  Interior electrical work is complete and interior plumbing including domestic water and HVAC piping is complete.  HVAC piping insulation will be installed in the coming days.  Masonry work is progressing nicely and looks very nice.  Mechanical systems are now in place, including duct work.  The building is progressing on schedule.  We are hoping for completion in early 2010.

The Administration Building (Phase IIB) project bids were opened today.  Preliminary numbers seem to show that the project is within the current opinion of probable cost (OPC).  This OPC is higher than early estimated costs on this building, but the early estimates did not address all needs and were seemingly unrealistic.

The Central chiller/boiler plant and loop project is progressing.  As reported last month the slab for the Central plant building has been delayed pending an engineering review by PSC of sealed drawings for the central plant building.  Engineering review and approval of this building are now in hand and the foundation of this building was under construction this week. Pipe is continuing to be installed on campus.  Work began near the boy’s dorm and has progressed northward.  We are seeing pipe being staged around campus now, which is evidence that the loop is progressing across campus.  The college busses are still stored at the Big Spring ISD bus storage area on East 11th Place due to the digging near our Bus Barn.  This relocation of our busses has been extended due to the amount of activity and digging around the bus barn.  We don’t want to not be able to get our busses out when we need them.  The temporary quarters provided by the Big Spring ISD is much appreciated as it may have prevented the busses from being vandalized as were some of our other vehicles last week.

The Phase II (SUB, Horace Garrett) projects are almost complete at this time.  The SUB is complete at this time except for a few items that will be done at unoccupied times including nights, weekends and the Thanksgiving Holidays.  Everyone is enjoying the improvements to this building.

The Horace Garrett building should be ready to fully reoccupy in a couple of weeks.  Work in the computer area on the first floor has been done in stages because we could never completely move out of these areas. This has extended the time required.  The building is looking very nice and will be fully ready for the spring semester.

The Water/Sewer project nearing completion.  The contractor has pressured up and sanitized the new water system.  Tie-in to our building will be done in the very near future at a time that has yet to be determined.  The sewer system connections to the city system are complete.  There is some work left to do, plus the tie-in to our existing buildings will likely be done in November.

Other General Comments:  We have extended the Thanksgiving Holiday by one day to allow enough time for contractors to complete necessary work on the sewer and electrical system.  This work can only be done when this section of campus is powered down.  We have held this work off until the holiday so that impact to operations could be minimized.

I continue to be pleased with the quality and quantity of work that we are receiving and the leadership and management of the project that Lee George and PSC are providing.

Bond project Update - September 28, 2009

Recent activities and meetings:

  • August 25, 27; September 1, 3, 8, 10, 15, 17,  22,  24 – Construction progress meetings with Bond Project Superintendent, Richard Johnson and Robert Williams.  
  • August 26; September 2, 9, 16 –Project Meetings:  PSC architects/engineers, Lee George & staff, various sub-contractors, and Howard College personnel met to discuss project progress, problems, and projections.
  • August 26 – Distance Learning Rooms back in service.
  • August 27 – Air conditioning back in service in SUB.
  • August 28 – Asbestos abatement completed in Admin North.
  • September 2 – Phase IIB plans and specifications were released to bidders.  Bid opening date set for 9/24/2009.
  • September 9 – Pre proposal meeting for contractors for Phase IIB project.
  • September 15 – Phase IIB Addendum I released.  This addendum addressed finish schedules and other questions regarding the Phase IIB project.  Bid opening date delayed until 10/15/2009 so that bidders could have adequate time to react to Addenda I and so that we would have the best chance of having a significant number of bidders on this project.

Project Report:

The Electrical Primary Modifications project is complete except for the repair/replacement work of two transformers and one switch that will be completed during the Thanksgiving holiday weekend.  The new switch that was approved in the August Board meeting will be delivered in time for this work.  Delivery in time for the Thanksgiving weekend had been a concern.

The work on the Science Building addition is progressing very well.  All interior and exterior framing is complete.  The roof structure is under construction at this time.  Masonry work is beginning on both the interior and exterior walls.  Mechanical systems are being installed including HVAC units, duct work, piping and electrical.  The building is progressing nicely and is on schedule.

The Asbestos Abatement project in the Administration North was completed by the end of August.  The building is ready for renovation at this time.  We are calling this Phase IIB.  The plans and specifications were released to bidders on September 2nd.

I am told there will be over 3,000 feet of HVAC piping buried on campus.  We have had to move the busses to the Big Spring ISD bus storage area on East 11th Place due to the digging near our Bus Barn.  This relocation will be for two weeks.  There was one student hurt crossing a HVAC piping ditch.  We have asked that the ditches be barricaded off and I sent an email to faculty and staff requesting that people use common sense and avoid construction areas.  There have been no more incidents.

The Phase II (SUB, Horace Garrett) projects are nearing completion.  The SUB was open for student use by the start of the fall semester.  Some work was still going on but we made it.  The carpet for the Fireplace Room has been re-manufactured for the fourth time and was received and installed last week.  The SUB is essentially complete at this time except for a few punch list items that will be done at unoccupied times including nights, weekends and during the Thanksgiving holiday.  The building is beautiful and I have heard nice things from students. The improvements to the kitchen are working well and Great Western Dining is pleased with them.  Students seem to be much happier in the building now.

The Distance Learning rooms and the Dental Hygiene area of Horace Garrett were ready for Fall 2009.  The second floor of HG is nearing completion.  We should be ready to reoccupy the second floor by October 15th.  This is well ahead of schedule.  The first floor should be essentially completed by the first week of November. The expected completion of this building was January 1 so we are pleased with the progress and that we are ahead of schedule for this project.

The Water/Sewer project is still under way.  The contractor is finishing the water system at this time.  Tie-in to our building will be done in the future at a time that has yet to be determined.  The sewer system connections to the city system are complete.  There is still much digging and laying of sewer pipe to be done, plus the tie-in to our existing buildings are still ahead of us.

Other General Comments:  We will receive a refund of our last month’s rent for the storage area that was vacated at the Airpark.  We were able to lease a nice 10,000 square foot building in town to store the overflow from our sea-containers and furniture and equipment from the Administration Building.  We have leased this space for one year, however if needed, we could probably extend this lease.  Cost for this space was exactly what the Airpark charged us and the area appears more clean and secure.

The level of activity on campus has settled down from what it was at the end of summer.  However, there is still a tremendous amount of work underway on the campus.  I feel good about what we have accomplished to date.  The summer projects on the SUB and the Horace Garrett Building were completed on time and we were able to occupy the buildings as planned for the fall semester.  This was accomplished by a lot of people giving much extra effort on our behalf.  There were many times that the contractors and Lee George’s staff worked nights, weekends and holidays to accomplish these time sensitive projects. On the weekend before the dorm opened and again before classes started, our custodians worked over the weekend to clean the SUB and the Horace Garrett Building, wax the floors and get it ready for students.  Because of this, on September 16th we fed hamburgers to 65 people in the SUB to say “thank you” to everyone who went above and beyond to make this happen.

August 24, 2009 Bond Project Update for Board of Trustees

Recent activities and meetings:

  • July 28, 30; August 3, 6, 10, 13, 17,  20 – Construction progress meetings with Bond Project Superintendent, Richard Johnson and Robert Williams.

  • July 29 - Complete sewer/grease trap installation at SUB.
  • July 29 - Discovered conflict w/sewer and buried electrical primary east of Women’s residence hall.
  • July 29 - 50% complete with new ceiling in SUB.
  • July 29 - Met with architect to select finish colors in some areas.
  • July 31 - Repaced outside soffits at HG with lath/plaster construction.  Original removed during abatement.
  • August 3 - Flooring installation begins in SUB.
  • August 4 - HGC second floor duct work complete.  Waiting for shipment of air handling equipment.
  • August 5 - Completion of main hydronic piping in HG and SUB.  Ready for air handlers and fan coil units.
  • August 5 - Complete pad for Central Plant building – search for underground gas line.
  • August 5 - Modify steel beams for Science Bldg. addition.
  • August 5 - Water plane issue resolved with City of Big Spring.  City to install pressure valve per TEC Excavation.
  • August 5 - Determined to extend height of cooling tower to avoid need for additional build up of foundation/dirt work.
  • August 6 - Begin receiving shipments of large insulated pipe for Central Plant Project.  Shipments will continue for some time.
  • August 6 - Begin review of plans for Admin North, Phase IIB project.
  • August 7 - 50% complete lighting installation in SUB and HGC.
  • August 12 - Second review of plans for Admin North, Phase IIB project.
  • August 13 - Ceiling and lighting work complete in SUB.  Horace Garrett ceiling and lighting completed in Dental area and in Distance Learning Rooms.
  • August 14, 15 - Network outage during replacement of HVAC for computer server room in Horace Garrett Bldg.
  • August 14 - Asbestos abatement of Administration second floor complete.  Will move to first floor next week.  Estimated completion date is 9/1/09.
  • August 17 - Walk in cooler/freezer installation completed at SUB.
  • August 17 - Re-occupy Dental Hygiene area.  Re-installation of chairs and dental equipment begins.
  • August 18 - Final review of plans for Admin North, Phase IIB project.  Released to Architect for final changes and bid.  Plan to bring bids to September 2009 Board Meeting.
  • August 18 - Food Service and snack bar begin to re-occupy space in SUB.  Work continues in these areas as well.  Must be ready to serve students by 8/23/09.
  • August 20 - HVAC install complete in Horace Garrett areas to be opened by Fall 09.
  • August 21 - Begin custodial clean-up of SUB and set up for food service operations on Sunday.
  • August 22 - Restarted cooling in Horace Garrett.  Begin custodial clean-up of Dental Hygiene and Distance Learning areas of HGC.  Classes start on 8/26/2009.  Remainder of building continues in renovation until December or January.
  • August 22 - Hope to have last two air handlers installed in SUB in preparation for student occupancy next week.  Depending on shipping delivery schedule.

Project Report:

The Electrical Primary Modifications project identified two problem transformers and one problem switch.  These issues will be addressed at next power outage during Thanksgiving holiday weekend.  

A&E Wings are now reoccupied.  We are delaying punch list items in order to focus all efforts on the SUB and HG buildings.  Punch list items will be addressed in the near future.  Most are minor.  

The work on the Science Building addition is progressing.  We are now seeing studs go up for interior and exterior walls.  The building is progressing on schedule now.

The Asbestos Abatement project in the Administration North is complete on the second floor and is underway on the first floor at this time.  The contractor did an excellent job on the second floor.  We expect to have the building clean by the end of August.

The Central chiller/boiler plant and loop project is started.  We are still working to revise Bid Alternate 3, which relocates two existing chillers to the Coliseum.  The revision under consideration is to purchase a new chiller for the Coliseum instead with the cost being similar.  Pipe is now on campus and the slab for the Central plant building will be poured in the next few days.  Piping will be installed all over campus.  Depth will be 42 inches and the ditch for piping will be 60 inches wide.  We will be burying an empty conduit in all excavations for future use if fiber or phone lines need to be routed anywhere on campus.  Estimated completion of this project is March/April of 2010.

The Phase II (SUB, Horace Garrett) projects are progressing.  The SUB will barely be ready for student use next week.  Some work will continue after it is re-occupied.  The carpet for the Fireplace Room has been manufactured three times.  I rejected the shipment received today due to imperfections.   The Distance Learning rooms and the Dental Hygiene area of HG will be ready for Fall 2009.  The remaining areas of HG will be completed as soon as possible.  I estimate that the remainder of the building will be completed before the Spring semester.

The Water/Sewer project is in full swing.  Digging continues on campus.  All connections are complete to city services (IE: water and sewer main taps).  We are now seeing much more digging in the interior of the campus.  This will continue for several more months.

The Airpark requested that we vacate the warehouse space that was rented at the Airpark.  This additional space is rented on a month to month basis and will be released as soon as possible.  I have requested that we be compensated for the extra move due to the very short duration of our stay there.  The Airpark has given preliminary approval to cover this extra cost that we incurred.  I secured almost 10,000 sq/ft of space on Scurry street and have leased this for one year at the same rate that we paid for the Airpark warehouse space.  Our equipment will be more secure as well.

The level of activity on campus is very high.  We have had controlled chaos on campus this summer.  Everyone is handling the stress very well.  The overall bond project continues to progress appropriately considering the many adjustments needed since much of this work is renovation.  This is simply more complicated than new construction because there are so many unknowns.  I am pleased with the progress so far.

Project Report:

The Electrical Primary Modifications project is complete as of June 26-28, except for a little bit of painting on transformers and switches.  

A&E Wings are now reoccupied.  Some if the areas are  not carpeted yet, however we re-occupied the buildings so that the Administration North staff could have our space in the East Room.  A&E wasn’t quite finished but we couldn’t wait for perfection, we just needed a place to be.  

The work on the Science Building addition is progressing.  The slab is poured and steel is being erected.  We have had a few problems with fabricated parts that need field modifications.  This is at no cost to the college but it is taking extra time.

The Asbestos Abatement project in the Horace Garrett building went very well and was completed on schedule. Re-construction of the Horace Garrett building is progressing.  The required areas should be ready by the start of fall classes.  

The Asbestos Abatement project in the Administration North will start the week of July 27th.  The president’s office moved to the Coliseum Hawk Room on June 22.  All other personnel were relocated elsewhere last week.  The building is empty of contents including all furniture and other items.  The accounting office, counseling, webmaster, public relations, media office and development office are relocated to the Coliseum East Room.  Faculty offices are also relocated to various places on campus.  Abatement of the Administration North building will take approximately 30 days.

The Central chiller/boiler plant and loop project is started.  We are still working to revise Bid Alternate 3, which relocates two existing chillers to the Coliseum.  The revision under consideration is to purchase a new chiller for the Coliseum instead with the cost being similar.  This is due to voltage differences at the coliseum and if we can work this out, it will leave the two existing chillers for use elsewhere, perhaps at the Fitness Center, for example.  No digging has started for the installation of the piping loop.  The pre-insulated pipe should begin arriving in the next few days and we may see some of this work begin very soon.  Estimated completion of this project is March or April of 2010.

The Phase II (SUB, Horace Garrett) projects are under way.  It is critical that the SUB be open and operational by the start of Fall semester.  We paid a small premium to expedite the shipment of two air handlers for the SUB.  Without this accelerated shipment we would not have had A/C for the SUB until mid September.  This was unacceptable so we proceeded with this.  We feel that we are on track and will meet this objective.  The Distance Learning rooms and the Dental Hygiene area of HG will also be needed by Fall 2009.  We are confident that these areas will be ready as well.  The remaining areas of HG will be completed as soon as possible.  I estimate two or three more months.

The Water/Sewer project is in full swing.  Digging continues on campus.  All connections are complete to city services (IE: water and sewer main taps).  We are now seeing more digging in the interior of the campus.  This will continue for several more months.

We have completely filled the storage space in our sea containers with items that have been stored from the A & E Wings, Horace Garrett, Science Building, and the SUB.  In order to have adequate storage space for the items from the main Administration building, we have rented an additional 7,584 sq. ft. of warehouse space at the Airpark.  This additional space is rented on a month to month basis and will be released as soon as possible.  

The level of activity on campus is very high.  As stated previously we have controlled chaos on campus this summer.  Everyone is handling the stress pretty well.  The overall bond project continues to progress appropriately considering the many adjustments needed since much of this work is renovation.  This is simply more complicated than new construction because there are so many unknowns.  Construction site signs will be put up this next week as the level of disruption escalates and larger numbers of students return to campus.  I am pleased with the progress so far.

June 8, 2009 Bond Project Update for Board of Trustees

Project Report:

The Electrical Primary Modifications project is complete except for final tie in.  The tie-in and cut over date has been set for June 26-28.  It will be a three-day turn-around because of the work to be done on existing transformers and switch gear.  The campus will be without any electrical power over these three days.  Appropriate arrangements have been made to accommodate this outage.

A&E Wings are near completion.  All of the windows and most of the new exterior doors are now in place.  Painting in the A Wing is complete and the new ceilings are being installed at this time.  The E Wing is almost to this point but lags behind by a few days.  We anticipate a move in of the A Wing later this month and are hopeful for a move in date in the E Wing in early July.  

The work on the Science Building addition is progressing.  Footings for the foundation are complete and the slab will be poured late this month after the in-ground plumbing is complete.  This project remains a few weeks behind the original schedule due to the discovery of and relocation of many underground elements that were unknown prior to the start of construction.  Since that time we have not had any other significant delays.

The Memorial Day Asbestos Abatement project in the Horace Garrett building went very well and was completed two days ahead of schedule. The remainder of HG is undergoing asbestos abatement at this time, and should be finished late in June.  Following that, the Administration (main) building will be abated in the month of July.  Re-construction of these areas will begin soon after abatement is completed.

April 27, 2009 Bond Project Update for Board of Trustees

Recent activities and meetings:

  • April 1, 15 – Project Meetings:  PSC architects/engineers, Lee George & staff, various trades contractors, and Howard College personnel met to discuss project matters and progress.

  • March 30 – Meet with staff regarding moving and relocation plans for Phase II
  • April 3 – Received review copies of Phase II and Central Plant/HVAC Loop projects.  Reviewed plans with staff over next few days.
  • April 7 thru 17 – Pad constructed for new Science wing.
  • April 8 – PSC engineer, Rhett Graham, on campus to refine Central Plant/HVAC Loop project.
  • April 14 – Met with PSC interior designer, Britni Wilkins, on campus to refine interior finish schedules for Phase II and to discuss possible changes for Phase I based on the departure of first PSC designer that worked on this project.
  • April 14 – Pre bid walk through for asbestos abatement project in Administration and Horace Garrett buildings.
  • April 15 – Discussed plans review of Central Plant/HVAC Loop project and Phase II project with PSC architects and engineers relating to changes and questions/comments.
  • April 20 – Determined finish schedule for A-8 desks and seating.
  • April 21 – Contractors begin digging footings for the Science addition.
  • April 21 – Opened Bids for Asbestos Abatement in Administration north and Horace Garrett buildings.
  • April 21 – Met by phone with concrete contractor regarding use of fly-ash in the Science building footings and slab.  Determined to make percentage of fly-ash content on the day of pour, to be determined by the ambient temperature on the day of pour.
  • April 22 – Met with HC Staff regarding relocation and moving plans for Phase II projects.
  • April 23 – Received revised interior color palette samples plus new carpet samples for A&E, HGC, and SUB buildings.
  • April 24 – Met with HC staff and then with PSC interior designer, Britni Wilkins, by phone to finalize color palette and carpet selections for Phase I and Phase II and SUB.


Project Report:

A&E Wing renovation continues.  HVAC work is near completion.  Electrical work is finishing up.  We discovered that the old outlets were looped through the foundation.  The piping was rusted and it was impossible for new wire to be pulled to the existing outlets.  New outlets had to be installed and piped in because old outlets were not grounded.  This necessitated a change order.  

Abatement contractors removed the old windows and new windows are being installed now.  Brick in-fill plans were changed to more completely disguise windows that are being taken out.  Many windows will be re-opened and the buildings will be much brighter and attractive. This project remains generally on schedule at this time, especially considering the work added to the project.  I am hopeful for a move-in sometime in June.

The work on the Science Building addition is progressing.  Footings for the foundation are under construction.  This project remains five or six weeks behind schedule due to the discovery of and relocation of many underground elements that were unknown prior to the start of construction.  The entry on the north end of the existing science building has been removed and boarded up.  Emergency fire egress has been temporarily moved to a window on the north end of the building.  Compaction tests on the building pad have been excellent.  Earthco has done an excellent job on this.

The Water/Sewer Infrastructure project should begin next week.

The Asbestos Abatement project in the Horace Garrett and Administration (main) building bids will be presented to the Board on April 27th.  The first project will be to abate the critical communications and networking areas over the Memorial Day weekend.  The Horace Garrett areas remaining will be abated in June and the Administration (main) will be abated in July.  Re-construction of these areas will begin soon after abatement is completed.  In the abatement process contaminated piping, ceilings, flooring, and windows from the Administration (main) will be removed.  It was decided to leave the windows in the Horace Garrett for a later time, as well as a very few other special problematic areas.  We are moving toward an asbestos free campus.

The Central chiller/boiler plant and loop project plans have been reviewed and are back in the hands of the engineers.  This project is ready to be released to bid the last week of April.  It will be presented to the Board for consideration in June.

The Phase II (SUB, Horace Garrett) project is moving along.  We have decided to remove the Administration (main) building from the first release of bids for Phase II.  This was done so that there would not be a delay in these bids.  The Administration (main) will be bid as a Phase II (b) project, probably in June.

The level of activity continues to escalate as we have more and more projects come online.  I am optimistic that while we have hit several snags and delays, the overall project continues to progress appropriately.

March 23, 2009 Bond Project Update for Board of Trustees

Recent activities and meetings:

  • February 24, 26, March 3, 5, 10, 12, 19 – Construction progress meetings with Bond Project Superintendent, Richard Johnson and Robert Williams.  
  • March 4 – Project meeting:  PSC architects/engineers, Lee George & staff, various trades contractors, and Howard College personnel met to discuss project matters and progress.
  • March 4 – Phase I Project walk through with architects, engineers and construction manager to discuss various problems encountered and proposed solutions.
  • March 5 – Worked with Phil Furqueron to identify alternate location for Chiller/Boiler plant so as to avoid moving/relocation of the bus barn.  New site identified.
  • March 9 – Received Phase I/CCR 002 – Float and texture walls in A-8 for a cost of $1,277.00. (Signed/approved 3/20/09)
  • March 9 – Received Phase I/CCR 003 – Provide and install R-19 insulation above new lay in ceilings in A&E Wings for a cost of $5,721.00.  (Signed/approved 3/20/09)
  • March 10 – Met with Richard Johnson and John Drew, asbestos consultant, to discuss ACM in A&E Wing windows.
  • March 11 – Received Electrical Modification project CCR 001 – Relocate switch behind fence near Administration building for a cost of $10,196.95. (Signed/approved 3/20/09)
  • March 12 – Received plans and specs for the Chiller/Boiler/Loop project.  Reviewed plans with HC staff and Construction Manager for problems and needed changes.
  • March 17 – Howard College personnel met with Rhett Graham, mechanical engineer regarding final details of the Chiller/Boiler/Loop project plans.
  • March 18 – Project meeting:  PSC architects/engineers, Lee George & staff, various trades contractors, and Howard College personnel met to discuss project matters and progress.
  • March 18 – Pre-Construction meeting for Water Sewer project.
  • March 19 – Worked with Phil Furqueron regarding possible lobby modifications to Administration Building.
  • March 19 – Returned Chiller/Boiler/Loop project plans/specs to PSC including modifications, suggestions, and changes.


Project Report:

The Electrical Primary Modifications project is still not complete.  It was determined that the planned location of the Administration Building switch was inappropriate.  Change order costs have been identified and approved.  This underscored the importance of allowing HC staff ample time to review plans and drawings prior to releasing for bid.  Modifications have been made in the way we will handle future projects.  The relocation of this switch will cause a delay in project completion, however this will not disrupt campus operations in any way.

A&E Wing renovation continues.  It was discovered that the original windows were still in place behind the stucco window opening closures.  Upon inspection we learned that the windows do contain asbestos.  John Drew Consulting responded quickly so as to not delay the project.  Removal of the windows will be done over a three to five day time period in early April, prior to the planned installation of the new windows and brick window closures in the A&E Wings.  This will be handled as a bid handled by Drew Consulting and cost is expected to be below $20,000.  Plans are complete for the finish schedule of A-8.  Bids for new seating will be presented to the Board for approval in March.  Contractors are installing new HVAC equipment and new electrical wiring.  Conditions near the restrooms that have been modified for ADA compliance will require more work than previously thought.  This will result in another small change order for this project.  This project remains on schedule at this time.

Project Report:

The Electrical Primary Modifications project is near completion.  We have scheduled a power outage on March 9th to complete the tie-in to our existing underground electrical primary system.  We feel that we are on target for this date.  This is a good time for us as it is the first day of our spring break and classes will not be in session, offices will be closed, and dorms will be empty for the most part.  Contingency plans are being made to accommodate the individuals that will be adversely affected by this power outage.

Demolition of the A&E wings of the administration building is complete.  We have also completed the asbestos abatement of these areas.  The contractor is currently installing new duct work.  We are waiting for fan coil units to be delivered onsite.  Replacement of windows in this building is being considered.  A change order will possibly be presented in the next few days.

The work on the Science Building addition is progressing.  We are in the process of re-routing all utilities around the building footprint.  There was an unfortunate amount of things in the way, including phone lines, gas lines, water lines and primary electric lines.

Phase II (SUB, Admin, Horace Garrett) of the bond project is moving along.  We will be continuing to develop this project over the next few weeks.  The project should go out to bid by late March and be presented for consideration in April.  

As I have previously stated, the level of activity right now is very high and will get even more intense as we move farther into these projects.  I have some concerns over meeting the target deadlines in the A&E wing.  If this project should go a little long, we will try to accommodate it and not let it affect the larger schedule of the project phases.

January 26, 2009 Bond Project Update for Board of Trustees

Recent activities and meetings:

  • December 15-17– All offices and departments moved out of the Administration E –Wing to the Coliseum East Room. 
  • December 18 – Met with Lee George Construction to inform electric contractor to refrain from initial digging during the Christmas Break.  There was too much risk of utility interruptions without staff on hand to address problems that might arise.
  • December 19 – Provided keys to A and E – Wings to Lee George Construction so that demolition could begin.  Demolition work begins.  This work will continue through January 25th. 
  • January 6 – Phil Furqueron, PSC, meets with the Howard College Design team to begin project programming for Phase II (Horace Garrett, Administration Main, and the Student Union Building).
  • January 7 – Howard College design team meets to begin initial planning for Phase II move out of affected buildings.
  • January 7 – Follow up phone conference between Howard College design team to discuss specific issues of Phase II design.
  • January 8, 9 – begin planning for asbestos abatement of Phase II buildings with architects and engineers.
  • January 15 – Met with Drew Consulting on campus to complete final inspection prior to abatement of A and E Wings.  Also, verified plans for abatement in Horace Garrett. 
  • January 12 – Met with John Drew of Drew Consulting to set up abatement of A and E – Wings for January 26th.  Notice filed with the State of Texas as required by law.
  • January 13 – Listed existing seating from A-8 for sale on Ebay.
  • January 14 – Regarding all meetings and activities with Lee George and the architects and engineers:
    • Pre Construction meeting with Lee George Construction and contractors on Phase I project
    • Water/Sewer project plans released to public for bids.
    • Pre Bid meeting with potential bidders of the Water/Sewer project
    • Met with architects and engineers regarding Phase I and Phase II project specifics and questions.
  • January 15 – Presented bond update at the campus “Town Hall” meeting.
  • January 15 – Met with Drew Consulting on campus to complete final inspection prior to asbestos abatement of A and E Wings.  Also, verified plans for asbestos abatement in Horace Garrett.  Discussed detailed plans for abatement in computer network server room and distance learning control room.
  • January 19 – Received contractor bids for abatement of A and E Wings.  These were below bid threshold so bid was awarded to low bidder.
  • January 19 – Accepted bid for A-8 seating.  It was reported that these seats will be used in a church in New Orleans.
  • January 20 – Met with City of Big Spring code enforcement staff regarding building permits on bond project.
  • January 22 – Received proposal from Terra Testing to provide soil testing services for the science wing addition.
  • January 22 – Received proposed site location for the Central Boiler Plant, Cooling Towers, and for the relocation of the Bus Barn.


Project Report:

The Admissions, Registrar, Financial Aid, Business Office, Controller, and Executive Vice President offices have relocated to the East Room of the Dorothy Garrett Coliseum.  The move has been difficult on everyone but is working well.  There have been no major problems associated with this move.

At the present time we have two projects in process and activity.  These are the electrical project and Phase I of the overall bond project.  The Water/Sewer project is out to bid at this time and bids will open on Feb. 5th.

The Central boiler plant and hot and chilled water loop project is on target and should be released to bid in February.  We have determined that the physical size of the boiler/chiller building necessitated relocation to a place that was more out of the way.  The best place seems to be where the bus barn is currently located.  The bus barn building can be dismantled and re-erected in another location.  This is a smaller building and there is more flexibility with its location.

Phase II of the bond project is moving along.  I hope this will be released for bid in March in order to present bids at the April board meeting.   The college administration is in the process of making preliminary plans for the relocation of programs and services.  PSC and Lee George are developing a more detailed time line so that we can better prepare for Phase II.  There are some very critical areas scheduled for asbestos abatement and remodeling in Horace Garrett.  These include both the server room and the distance learning control room.  The server room, HG 105 contains the heart of the college’s computer network, including servers, Internet connections, inter-campus computer connections, the college’s administrative computer system, and the telephone system for the Birdwell Lane campus. When this room is shut down for abatement, all of these systems will be disabled.  Tentative plans are to take this room offline during the Memorial Day weekend in May for asbestos abatement.

The level of activity right now is very high and will get even more intense as we move farther into these projects.  As of this date there have been no major problems encountered and I feel that we are on time with our planned schedule.
