Currently enrolled students at Howard College and SWCID, citizens of Howard
County over the age of eighteen and students enrolled in senior level classes
at high schools in Howard County may borrow library materials. Patrons
from PLANet member libraries are also eligible to borrow materials through
the Permian Basin Loan Plan.
Library patrons may borrow up to six library materials at any one time.
Most library books may be borrowed for 21 days, general library videos
for 3 days and mathematics videos overnight. Periodicals reference material,
reserve material and microforms do not circulate. Note: Normally, one to
two weeks before the semester ends, the library stops lending material
on a two week basis. During this period the last due date will be the same
as the last class day.
Most library books can be renewed for an additional two weeks unless another
library patron has placed a hold on it.
Library patrons will be charged .10 a day per item for every day it is
overdue. The maximum charge for each overdue material is $5.00.
Library patrons will not have borrowing privileges if they have outstanding
library fines, overdue library materials or have lost library materials.
The library patron will be charged for lost material at the current price
of the material as well as a $3.00 processing fee.
Audiovisual equipment will only be checked out to Howard College and SWCID
staff and faculty. Audiovisual equipment may be checked out to service
organizations and not for profit organizations at the discretion of the
Library/LRC Director.
Interlibrary loan is available through the West Texas Library System. Patrons
must fill out a Howard College library agreement form and be entered into
the patron database in order to use the service. Users are expected to
abide by interlibrary loan policy concerning return of material and payment
for lost material.
Library patrons will be expected to pay fees for online reference service
(DIALOG, MEDLINE, etc.)
All library records are confidential regardless of a patron's age. In accordance
with First Amendment guarantees, names of patrons and information about
materials checked out will be protected under the laws of the state and
the nation.
