Sexual Harassment and Sexual Violence

  • Hits: 4998

Use of the term "sexual harassment" includes sexual violence unless otherwise noted. Sexual violence refers to physical sexual acts perpetrated against a person's will or where a person is incapable of giving consent due to the victim's use of drugs or alcohol. A number of different acts fall into the category of sexual violence, including rape, sexual assault, sexual battery, and sexual coercion. All such acts of sexual violence are forms of sexual harassment and are covered under Title IX of the Education Amendments of 1972.

The College encourages students who believe they have been sexually harassed by other students or employees to come forward with allegations of sexual harassment or misconduct, regardless of where the conduct may have occurred. College officials or their agents shall investigate promptly all allegations of sexual harassment of students by other students or employees, and officials shall take prompt and appropriate disciplinary actions against students and employees found to have engaged in conduct constituting sexual harassment of students. The College shall exercise reasonable care to prevent and correct promptly any sexually harassing behavior and develop preventive or corrective measures to address sexually harassing behavior.

Student concerns about sexual harassment which include faculty, staff or students should be directed to the Primary Student Services Official. The procedures for addressing complaints of sexual harassment are in Appendix A & Appendix B of the Student Handbook.

New 6-Drop Rule

The following is an initial notification of new legislation that impacts all incoming new students. The essence of this new policy is: A student cannot drop more than six courses during the lifetime of their undergraduate enrollment while attending any public institution in Texas.

Under section 51.907 of the Texas Education Code, "an institution of higher education may not permit a student to drop more than six courses, including any course a transfer student has dropped at another institution of higher education." This statute was enacted by the State of Texas in spring 2007 and applies to students who enroll in a public institution of higher education as first-time freshmen in fall 2007 or later. Any course that a student drops is counted toward the six-course limit if "(1) the student was able to drop the course without receiving a grade or incurring an academic penalty; (2) the student's transcript indicates or will indicate that the student was enrolled in the course; and (3) the student is not dropping the course in order to withdraw from the institution." Some exemptions for good cause could allow a student to drop a course without having it counted toward this limit, but it is the responsibility of the student to establish that good cause. Contact the Office of the Registrar for more information before you drop a course.

Policies and procedures for implementation of this statute are being developed and will be published as soon as they are available.

Advising Waiver

All students are encouraged to meet with an academic advisor before the beginning of each semester to ensure appropriate course placement and satisfactory progress in a certificate or degree program. If a student does not receive academic advising prior to registration, Howard College is not responsible for any delays in degree/certificate completion or mistakes in course placement that may result.

Students receiving any form of financial aid are also encouraged to meet with a financial aid advisor prior to registration. If a student does not seek financial aid advising prior to registration, Howard College is not responsible for delays or interruptions in financial aid benefits that may result.

"I have read and understand the statements above. I accept responsibility and will not hold Howard College liable for any mistakes that may result from registering for courses without receiving academic and/or financial aid advising."
